Primary Purpose:
We’re looking for an amazing Senior Proposal Specialist to work onsite at our Manassas, VA office. No day will look the same at Electra as the work is frequently determined by the dynamic activities that affect the office. The ideal candidate will have a proven track record of winning U.S. government contract proposals and will be adept at creating compelling, accurate, and compliant proposals.
Responsibilities & Essential Functions:
- Develop, write, and edit proposals responding to RFPs, RFQs, and other solicitations.
- Collaborate with cross-functional teams, including engineering, program management, and business development, to gather necessary information and insights.
- Ensure proposals comply with all solicitation requirements and company standards.
- Translate complex technical information into clear, concise, and persuasive content.
- Manage the proposal development process from start to finish, including scheduling, coordinating reviews, and final submission.
- Research prospective clients and competitors to tailor proposals effectively.
- Maintain a repository of proposal content and templates for future use.
- Provide support for oral presentations and client meetings as needed.
- Administers and coordinates activities involved in the development and revision of proposals.
- Develops schedules and identifies resources required to perform proposal review and production.
- Develop compliance matrices and ensure client requirements of each solicitation are fully satisfied.
- Creates and fosters relationships with colleagues and management to create a collaborative process for proposal efforts.
- Other duties as assigned.
- Strong ability to deliver proposal initiatives driven by the Business Development and Engineering leadership teams.
- Be a proficient user of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), Adobe Acrobat and highly tech savvy.
- Demonstrated success in winning SBIR contracts or other U.S. government proposals.
- Exceptional written and verbal communication skills.
- Strong project management skills and the ability to manage multiple proposals simultaneously.
- Knowledge of the FAR, federal contracting requirements,
- US Person (Citizen or Green Card) Required for this position
Minimum Education and Experience:
- Bachelor’s degree from an accredited institution in Engineering, Technical Writing, Business Administration, or related discipline and,
- 6+ years related professional proposal coordination/management experience in a federal government contracting environment (or an equivalent combination of education, skills, and experience).
- Experience in the government, military, or aerospace or defense industry.
- Knowledge of government contracting processes and regulations.
- Technical background in aerospace or engineering.
- Ability to author cost volumes.
- Track record of authoring and winning government contract proposals
Our salary ranges reflect the minimum and maximum range for the Company level overall across all locations & projects and does not necessarily reflect the budgeted amount for this position. Individual pay is based on additional factors, including project budgets, job-related skills, experience, relevant education and/or training, role, level, location, and project.

Working Conditions
Work is typically performed in a warehouse/aviation and office environment, which requires proper safety precautions. Work may require some physical effort in handling light materials, boxes, power tools, prototypes, and different materials or equipment. Due to the nature of our business and projects, some fieldwork may be required, working in both indoor and outdoor conditions. You may need to lift up to 50 lbs.
